    About Thomas

    Thomas J. McNulty has significant experience in real estate taxation and related litigation. He represents a wide variety of taxpayers on a national level and has argued more than 50 reported appellate and Supreme Court cases. Tom has authored numerous articles regarding assessment ratio cases and the assessment and valuation of utility property. Most recently, he authored the chapter on ”Tax Rate Objections“ for the Illinois Institute for Continuing Litigation textbook on Real Estate Taxation. Tom is also a former member of the editorial board of Assessment Digest, a publication of the International Association of Assessing Officers. Tom has been selected by his peers for inclusion in the 2013-2016 editions of Illinois Super Lawyers. Tom is a past chairman of the board of directors of the Civic Federation, a Chicago-based taxpayer watchdog group and government research organization. The mission of the organization is to work with Chicago area governmental bodies to help them reduce their costs and improve the quality of government services. Tom has served as president of the Chicago Low-Income Housing Trust Fund since its inception in 1989. The Trust Fund oversees rental assistance programs that meet the permanent housing needs of Chicago’s poorest residents by giving grants to building owners and developers who agree to reduce rents to accommodate very low-income residents. Tom currently lectures at Chicago-Kent Law School in Illinois Real Estate Tax issues as part of the Masters in Taxation program. Before joining the firm, Tom served as supervisor of the Tax Unit in the Cook County State’s Attorney’s Office, where he was responsible for coordinating the legal branch of the county’s property tax assessment, extension and collection system. He also served as a legal intern for the Honorable Francis Van Dusen, U.S. Court of Appeals for the Third Circuit. While in law school, Tom was associate editor of the Rutgers-Camden Law Review.
