Jeffrey Pope

Jeff is an experienced litigator who helps clients solve complex problems in and out of the courtroom. When clients need an experienced advocate for trial, appeal, or representation before a government agency, they benefit from Jeff’s decade of experience navigating complex disputes in high-stakes litigation. Jeff excels at crafting innovative arguments on issues of first impression that help clients overcome legal hurdles to begin, operate, and complete projects. He represents energy generation, refining, mining, and oil and gas companies on disputes involving state and federal permits, surface use and access, eminent domain, leases, royalty disputes, and commercial contracts. Jeff is a trusted advisor to clients permitting carbon capture, commercial wind facilities, refineries, and other large-scale projects through Wyoming’s industrial siting process. With in-depth knowledge of the legal requirements and first-hand experience at each stage of the process, Jeff helps clients avoid pitfalls. He assists clients from the project planning phase, engaging with reviewing agencies to draft applications that anticipate and address potential issues, and advocating for clients at contested case hearings before the Industrial Siting Council. Before joining Holland & Hart, Jeff was Head of the Criminal Appeals Section of the Wyoming Attorney General’s office, where he briefed and argued dozens of appeals before the Wyoming Supreme Court.
