About Jay
Jay F. Stein is a board-certified water law specialist whose practice focuses on water law and related areas of water quality and utility law.Mr. Stein has served clients—including water utility companies, municipalities, and oil and gas companies—in New Mexico, Kansas, Wyoming, Nebraska, Texas, California and Mexico. Prior to co-founding Stein & Brockmann, P.A., he served as counsel to the New Mexico State Engineer and Interstate Stream Commission for nine years. Mr. Stein now works primarily in administrative, district court and appellate proceedings in state and federal courts. Mr. Stein’s recent work revolves heavily around interstate water compacts, water diversion and water rights adjudications for stream systems in New Mexico. This includes large-scale municipal applications regarding issues such as the diversion and use of Rio Grande water and the storage of flood flows. Another example of Mr. Stein’s case work is Kansas v. Colorado (first phase), a legal dispute in which he argued successfully on behalf of the State of Kansas, which was awarded damages due to upstream diversions that violated the Arkansas River Compact. He also has provided legal counsel regarding federal/tribal/state water issues, as well as the enforcement of clients’ water rights.Mr. Stein has spoken at numerous conferences, adjudications and proceedings over the years and continues to work actively in all areas of water law.
